Is Blackbeard stronger than Luffy?

As of now, currently, Blackbeard is stronger than Luffy but the difference in strength is not too far. However, if Luffy defeats Kaido, then he has a high chance in defeating Blackbeard since he must have mastered his Haki by that time.
